North Korea threatens 'preemptive nuclear attack' on US as UN readies new sanctions (+video)

The UN Security Council is expected today to approve a new round of sanctions against Pyongyang in response to its nuclear weapon test last month.

North Korea upped the ante in its vitriolic rhetoric today, threatening to launch a preemptive nuclear strike against the US and other "aggressors," just hours ahead of the United Nations Security Council's expected vote to implement harsh new sanctions against the regime.

According to North Korea's state news agency, a foreign ministry official warned that?"Now that the US is set to light a fuse for a nuclear war, (our) revolutionary armed forces... will exercise the right to a preemptive nuclear attack to destroy the strongholds of the aggressors," writes Agence France-Presse. The official also said that a second Korean war is "unavoidable."

AFP notes that while North Korea claims to have missiles capable of delivering a nuclear warhead to the continental US, they have yet to successfully demonstrate such technology. Most observers believe that North Korea is many years away from such a capacity.

North Korea's latest threat comes amid growing international concern ? including that of longtime ally China ? over the country's continued nuclear testing, its third such test occuring last month. In response, the US and China negotiated a tightening of sanctions against the regime, which is expected to pass later today at the UN Security Council.?

The Monitor reported yesterday that while probably not ready to impose sanctions strong enough to destabilize the Kim regime, China was angered by the decision to follow through with last month's weapons test in spite of Beijing's direct requests otherwise.

The resolution due to be approved Thursday will make it harder for North Korean diplomats to transport large quantities of cash, which they are forced to do by existing financial sanctions that make banks unwilling to deal with Pyongyang.

The resolution will also step up the inspection of North Korean imports and exports, so as to crack down on Pyongyang?s purchase of technology that could help its weapons program and on North Korean military sales abroad.

The sanctions will prohibit the sale of luxury items such as yachts and racing cars to North Korea, in a bid to deny the country?s rulers some of their toys.

Still, experts are dubious that the sanctions will make much difference.

David Kang, an expert on North Korea at the University of Southern California, told the Monitor that "There is zero chance that this new resolution will have any effect on North Korean behavior. Pressure does not work on North Korea."

The sanctions' passage is unlikely to end North Korea's bellicose rhetoric in the coming days, as the US and South Korea are set to engage in two months of war games starting next week. Pyongyang warned on Tuesday that if the games were held, North Korea would "completely nullify" the armistice that has held since the Korean War unofficially ended in 1953. An official peace between North and South Korea has never been enacted.

"The war exercise being done by the United States and the puppet South Korea is a systematic act of destruction aimed at the Korean armistice," the KCNA quoted a top military official as saying.

But the Monitor noted that North Korea's threat "rings hollow," as the government made a similar declaration in 2009 amid an earlier round of international pressure over its nuclear weapons program.

?Maybe North Korea should check its files, because they already abrogated the armistice in May 2009,? says Bruce Klingner, a Northeast Asia expert at the Heritage Foundation?s Asian Studies Center in Washington. ?They said at the time they had abrogated it and were no longer bound by it,? Mr. Klinger says, ?so I guess you could say history is repeating itself.?

Canadian house prices could fall 44% with severe - Financial Post

A severe economic shock, such as the kind that hit Japan in the early 1990s and California and Nevada in 2006, would have to knock Canadian housing prices down by 44% to cause securities linked to Canadian mortgages to lose the highest ratings assigned by Moody?s Investors Service.

OTTAWA ? Canada?s real estate bonanza of the past decade has come to end and the long-term trend as one of the most profitable places to invest is also not encouraging, a new research paper from the TD Bank argues.

Such a house price decline, were it to happen, would be driven primarily by the phenomenal upswing in Canadian home prices over the past decade, Moody?s said.

Canada joins Spain, as well as the United Kingdom and Australia, in the ratings agency?s assessment of countries where growth in housing prices over the past 10 years has driven their values away from sustainable market fundamentals and into ?overheated? territory.

?As with Australia, Spain and the U.K., we expect house prices in Canada to suffer the most due to the misalignment of current house prices with historic fundamentals,? Moody?s said.

The ratings agency released the report Monday that included its housing market analysis, along with request for comment on its proposed approach to analyzing the credit risk of non-insured mortgage pools.

?Moody?s Investors Service is in no way predicting the extent nor the causes of a large scale house price depreciation in Canada,? spokesperson Thomas Lemmon said in an emailed statement.

?Along with many other factors, the home price component of our analysis provides that in order to achieve our highest rating, a mortgage pool would have to be able to withstand a 44% downturn.?

Moody?s is the second ratings agency in as many weeks to seek input on a proposal to change the methodology used to analyze securities linked to mortgages.

Last week, London and New York-based Fitch Ratings unveiled a proposed a two-step model that reduces home prices to a ?sustainable? value based on a number of factors including data provided by Canadian banks. It then further subjects the homes to a ?stressed market? value decline assumption.

Fitch said Canadian home prices are overvalued by about 20%.

Ratings agencies came under harsh criticism in the aftermath of the financial crisis of 2008 for what was perceived as a failure to predict the U.S. housing market meltdown that precipitated it.

Since then, there has been an attempt to strike a balance of thorough analysis with timely analysis, according to Grant Connor, an associate in equity research at National Bank Financial who previously worked on structured finance at Moody?s.

?At the simplest level, a stress case scenario should represent a realistic worst case scenario,? Mr. Connor said.

The model proposed by Moody?s on Monday determines house price ?stress? rates, used to assign ratings, by looking at variable factors such as house price and income growth over 10 years, and fixed factors such as monetary policy.

The analysis of housing prices in the event of economic shocks includes data from Finland in 1989, Japan in 1991, and Hong Kong in 1997, as well as Ireland, Nevada, and California in 2006.

The ?variable? analysis assesses how much current house prices have departed from ?sustainable? market fundamentals. The assumption is that, in the event of a severe economic shock, expected demand that has been baked into current house prices will not materialize. In Canada, the growth in house prices over the past 10 years has ??far outstripped? the growth in incomes, according to Moody?s.

?Think of it like an elastic [being stretched],? explains Mr. Connor of National Bank Financial. ?The snap back is going to be a lot harder.?

Moody?s also assesses the ?fixed? factor, which rates how vulnerable the consumer is to economic shocks, whether there is a large oversupply of houses, how effectively monetary policy can alleviate the shock, and how dependent the economy is on the real estate sector.

Canada scores better in this area, said Mr. Connor, because the stability of the country and its monetary policy is taken into consideration. While Canada?s household debt to income ratio is very high, at 154%, Moody?s notes that savings rates are higher than in some jurisdictions such as the United Kingdom.

In addition, Moody?s does not seem overly concerned about an over-supply of housing with the possible exception of the condominium market.

(AP) ? It's been a rough week for Justin Bieber: Getting booed for being late, struggling to breathe mid-performance and fainting backstage, then caught on camera clashing with paparazzi.

But the 19-year-old pop sensation appeared to have recovered Friday for his final concert in London, singing and dancing to thousands of adoring fans at the O2 Arena.

Earlier Friday, the star made headlines when he got into an altercation with insult-hurling paparazzi, lashing out at a photographer with a stream of expletives as he was restrained by minders.

"Ahhhhh! Rough morning. Trying to feel better for this show tonight but let the paps get the best of me," the singer posted on Twitter soon after the altercation with the photographer, which took place as he got into a car earlier Friday. The scuffle was captured on video by Channel 5 News and widely broadcast by Britain's media.

"Sometimes when people r shoving cameras in your face all day and yelling the worst thing possible at u...well I'm human. Rough week," he wrote on the social networking site.

The clash came just hours after Bieber said he was "getting better" following breathing problems he suffered during the previous night's concert. The star took a short break to go backstage, where he was given oxygen, and had to be briefly hospitalized for a check-up.

A spokesman for the O2 Arena said Bieber was treated backstage during Thursday's concert after becoming short of breath, but recovered and finished his set.

"He was treated by our team of medics and after further examination they didn't find anything more serious or worrying."

A spokeswoman for Bieber said he was feeling "a little under the weather." She demanded anonymity to discuss the star's condition.

Bieber later posted a shirtless photo of himself in a hospital bed, saying he was getting better and listening to Janis Joplin. Before that on Twitter he thanked "everyone pulling me thru tonight."

"Best fans in the world," he wrote. "Figuring out what happened. Thanks for the love."

Video footage from the concert shows Bieber appearing to fade during a performance of his up-tempo hit, "Beauty and a Beat." He slows down, puts a hand to his head then bends over, resting his hands on knees before walking slowly to the back of the stage.

The AP spoke to 18-year-old journalism student Prithvi Pandya, who shot the footage, to confirm its authenticity.

"When he started 'Beauty and a Beat' you could see he was struggling," said Pandya, who was near the front of the crowd. "He took lots of drinks of water, that seemed unusual, and he was really sweaty, sweating a helluva lot.

"Toward the end of it, he went backstage. We didn't see him fainting. They brought on dancers to entertain, and I knew something was wrong at that point."

Bieber's manager, Scooter Braun, appeared onstage and told the crowd that the singer was feeling "very low of breath" but would come back to finish the show.

Jazz Chappell, a 20-year-old concertgoer who brought her younger sister and her friend to the show, said that In the nearly 30 minutes he was offstage, some fans started to leave. Once his manager announced what had happened, Chappell said many fans in the audience were gasping and crying, while others kept cheering for him to return.

"I thought, 'Give the guy a break. He just fainted. He's not a performing horse. Let him rest a second,'" said Chappell.

Chappell said Bieber, who is in London to perform four concerts at the O2, later returned and performed low-energy renditions of his hits "Boyfriend" and "Baby."

The incident caps a difficult week for Bieber. He was forced to apologize to outraged fans who accused him of taking the stage almost two hours late for his first concert at the O2 on Monday. He insisted he was only 40 minutes late and blamed "technical issues." He took to Twitter to vent his frustrations with the media's portrayal of the incident.

The star's Believe world tour is due to move on to Portugal on Monday, then continue across Europe, the Middle East, South Africa and North America until August.

More rapid test for Group B strep successful

Mar. 8, 2013 ? A more rapid laboratory test for pregnant women to detect potentially deadly Group B strep (GBS) has been successful at identifying GBS colonization in six and a half hours, according to the results of a study from The University of Texas Health Science Center at Houston (UTHealth).

The more rapid test could be helpful for the 13 percent of patients who experience pre-term labor before they are screened for GBS, which usually occurs between 35 and 37 weeks of gestation. The current standard test takes 48 hours. Antibiotics can be administered at the time of delivery to kill the bacteria.

"This new test could change the management of patients who present to labor and delivery with threatened preterm labor and aren't expected to deliver right away," said Jonathan Faro, M.D., Ph.D., assistant professor in the Department of Obstetrics, Gynecology and Reproductive Sciences at The University of Texas Medical School at Houston, part of UTHealth. "It would likely gain use in this patient population, which is a small number, but still very significant clinically. We could target this population and this would help cut down on overuse of resources and minimize our contribution to the increased level of bacterial resistance."

The new test, developed by NanoLogix, can also detect antibiotic sensitivities for women who are allergic to penicillin, saving the additional 48 hours the standard test for antibiotic sensitivity takes, Faro said.

GBS is the most common cause of sepsis (blood infection) and meningitis and a frequent cause of pneumonia in newborns, according to the Centers for Disease Control (CDC). The CDC estimates the bacterium, which is passed from mother to child through the birth canal, is carried by 25 to 30 percent of women at any one time. Because GBS has few symptoms, many women do not know they are carriers. In 2001, 1,700 babies less than 1 week old contracted GBS, which can lead to disability and death.

In the study, 356 patients at 35 to 37 weeks of gestation at UT Physicians clinics were tested for GBS using two standard tests and the new test, which provided a high level of validity according to the study results.

Faro is studying an even faster version of the test with the hope it could detect GBS in as little as 30 minutes. That could make a difference for the up to 15 percent of pregnant women who arrive for full-term delivery and have not been screened. Right now, obstetricians must determine whether to give these women intravenous antibiotics automatically or use risk factors, which have been shown to be only half as effective as laboratory tests, to assess whether the patient has the bacteria.

"Typically, if a patient comes into the emergency room in labor and you don't know if she carries GBS, you have to treat her with antibiotics," Faro said. "Everyone is concerned that the overuse of antibiotics is leading to greater resistance to them. Some have expressed concern that by giving penicillin to everyone, we are increasing the number of babies who are getting sick from E. coli sepsis."

The study was published in a recent online edition of "Infectious Diseases in Obstetrics and Gynecology" and presented at the 33rd annual Society of Maternal Fetal Medicine meeting last month.

Bayer CropScience holds forum to discuss the future of agriculture ...

Last week Farm Industry News editors travelled to Kissimmee, Fla., to take part in Bayer CropScience?s 8th Annual Ag Issues Forum. Topics included consumer activism and its impact on agriculture, global food trends, attracting and retaining the next generation of farmers, and pioneering sustainability as U.S. agriculture strives to feed a growing world population from a finite amount of farmland.

Bayer provided the following summary of the two-day event:

Sustainable Success in Agriculture: Understanding the Challenges and Opportunities. David Hollinrake, Vice President, Agricultural Commercial Operations Marketing, Bayer CropScience, talked about the key challenges facing the agriculture industry and how Bayer is preparing to address them.

?Weather extremes, market volatility, limited arable land, access to food and more all mean that we need to increase food production by 70 percent to meet demand by 2050,? he said. ?We face challenges now, such as pest resistance, regulatory hurdles, traceability, development costs, qualified labor squeeze and consolidation across the value chain.?

He said Bayer CropScience is ramping up its crop protection portfolio and leveraging expertise in seeds, chemistry and biologics to address the challenges. Starting in 2013, the company also will be collaborating with other companies, most recently MS Technologies, to come up with solutions.

2025 - Custom Commodities: How Data Propelled Agriculture. Rich Kottmeyer, global agriculture and food production leader with Accenture, a management consulting firm, provided a glimpse of agriculture in the year 2025. He based his views on research, work experience, and a series of detailed analytic and data-based projection models.

Kottmeyer said that in 2025, consumers are looking for value-added product, spawning the next revolution in productivity powered by data and analytics. By 2025, farming in youth has changed to younger, more urban farming with more diversity through piloted programs, he continued to say. Some programs are due to government action, but mostly private sectors and farmers that needed labor. In 2025, America is not the top economy. There is a growing population across the globe which affects the percentage of population. Biotechnology is at the core of sustainability. Growing more with less will occur because of biotechnology and we need to focus on consumer versus regulators. ?We should always look at food security as a problem and build for today and not just for tomorrow,? said Kottmeyer.

Connecting the Dots: The Business Case for Safe, Affordable and Sustainable Supply Chains. Rob Kaplan, Senior Manager of Sustainability, Walmart Stores, shared how Walmart is embracing the idea that collaboration up and down the supply chain to meeting consumer demand for sustainable products. Rick Tolman of The National Corn Growers Association (NCGA) joins the discussion as a partner in these efforts.

Kaplan emphasized that sustainability is a journey not a destination and Walmart?s goal is to talk about where we are today and where we want to go. Walmart is not a grower or a farmer, so they need to find the experts within the supply chains to help them figure out what is the right plan to get from here to there.

?Consumers take less than three seconds to figure out what product they pick, so [we] want to make sure it?s sustainable,? said Kaplan. ?We have everyday low prices, and we need them to know that they have the most sustainable product.? Kaplan encourages farmers to get advice from the farm experts and says it?s up to suppliers to demonstrate commitment and be leaders.

Tolman and NCGA often work with colleagues overseas to find sustainable solutions to production issues. For example, polenta producers in Italy are encountering production issues due to the lack of tools like pesticides for corn crops. Tolman emphasized that higher costs are not sustainable, including progress made through adverse conditions in production practices. ?Farmers can?t ignore sustainability, and need to tell the sustainability story. It?s an opportunity to start to differentiate themselves,? said Tolman. ?A farmer is thinking that they have land and desire to pass it on to family. They want to leave it in better shape for future generations.?

Frenemies: The Evolving Relationship between Consumers and Agriculture in Today?s World. Lorna Christie, Executive Vice President and COO, Produce Marketing Association (PMA),?started by emphasizing the opportunity the industry has to tell the story of agriculture and influence consumer perceptions. ?June Cleaver is not shopping anymore. [The]shopper of today has a radically broader world? and much more power,? said Christie. She stated there is also a lack of balanced media coverage and people are interested in personal stories, and not necessarily the scientific. ?We need the agriculture world to take control of their brand and get in the space first. It?s a lot harder to rebrand than brand,? said Christie.

Fresh Perspectives on the Future of Farming. In this panel discussion, three industry leaders offered insight on how to prepare for the future of agriculture. Greg Duerksen, President of Kincannon & Reed, discussed farming talent, how we can attract the next generation of farmers and what those farmers? expectations are. The grower is now the CEO, and some of these farming positions are $300,000-a-year jobs. Duerksen said, ?There is lots of capital available for farming, and the talent to manage is what is lacking.? We need to continue to educate and train this next generation of talent and seek technically competent businesspeople who build and lead teams because it?s not the same as our predecessors experienced. ?Individuals choose career paths for a combination of money, vision, values and challenge, so crop farming has to compare favorably to the alternatives in all of these.?

Keith Lane, Senior Vice President-Agribusiness for Farm Credit Mid-America, took another approach, discussing what we can expect from a financial standpoint on the farm. The 2012 drought, volatile commodity prices and global economies are now shaping lenders? perspectives on the future of farming. Lane noted that we need to look at the future of farming in areas of specialization, volatility and capital access. From a business standpoint Lane said, ?You can have [a] big farm that?s still small business.? Lane also agreed with Duerksen?s previous comments noting, ?In order to continue having a successful operation and business, we need to expand our employee outreach to other educated youth aside from the small pool of farm kids.?

?The Illinois Soybean Association (ISA) has a mission to ensure Illinois soy is the highest quality, most dependable, sustainable and competitive in the global marketplace,? said Craig Ratajczyk, the CEO of ISA. Ratajczyk said that the topics we are looking at today, such as the ?grower in the boardroom,? go hand-in-hand with ISA?s future development of their board of directors and it takes all of us involved determining how to operate more efficiently and productively. ?People and ag businesses need to start thinking out of the box, and adopt new technologies,? stated Ratajczyk, ?Like the head of any type of Fortune 500 company, [growers] have to understand the inputs and outputs and how to become a good leader.?

Grower Panel: Doing Things Differently ? Diversification for a New World. Dee Dee Darden, from Smithfield, Va., noted that we need to ?bring the sexy back to farming,? which became the hit quote of the day. Darden?s point was that in order to inform a growing and diverse population on modern agriculture, we need to get the growers and producers more involved in telling the agriculture story to the public through increased communication skills and putting a face to the farmer. ?It?s a hard sell to farmers, but ag advocacy is just as important as farming itself,? said Darden. Darden and her family started this education outreach right on the family farm, where they invite kids onto the farm to learn about agriculture and where their food comes from.

John Shepherd, a young farmer from Smithfield, Va., and 2012 recipient of our Young Farmer Sustainability Award, added to the discussion noting that a lot of the public is misguided in their opinion of modern ag, such as GMOs. Shepherd stated, ?If we can move towards educating people about these things and how they are saving us through making farming more sustainable, then we are on the right track.?

Eddie Adams, a sustainable cotton farmer from Senath, Mo., said we need to continue to look into new technologies to be sustainable, as well as continue to educate the public on the sustainable practices currently being implemented on the farm. ?Sustainability and efficiency are the key to our survival as we need to provide food, fuel and fiber for an increasingly growing population,? said Adams.

Bill Horan brought an interesting perspective as COO of an Iowa-based company that produces human pharmaceuticals for biotech companies using a variety of plant platforms. Horan stated, ?Anytime that we have the opportunity to talk with media, it?s good for the industry to educate others on modern ag.? Horan added about feeding a growing population, ?We hear in the mass media about 2 billion people coming in 2050; however, the important number is the 2 billion middle class incomes. This audience will be requiring meat, and we have to produce this meat which will change everything we have done in ag up to this point. How producers and companies are going to strategically do this is the next wave of understanding.?

South Africa: PR firm quits Pistorius camp

JOHANNESBURG (AP) - The former lead detective in South Africa's investigation of the murder case against Olympic athlete Oscar Pistorius has resigned from the police force, police said Thursday.

The decision by detective Hilton Botha to quit followed criticism for his bungling of the investigation into Pistorius' shooting of his girlfriend Reeva Steenkamp on Feb. 14, as well as the revelation that he faced attempted murder charges for a 2011 case in which he fired at a vehicle.

The police force as a whole came under scrutiny for the initial decision to assign Botha, a relatively junior officer, to a high-profile case involving an international celebrity. South African police practices came under more intense criticism last week after a taxi driver from Mozambique was dragged from a police vehicle and later died in detention east of Johannesburg.

Brig. Neville Malila, a police spokesman, said Botha voluntarily applied to leave the service, and said police would not divulge his reasons.

"It was his initiative. He applied for the resignation and the exit interviews were conducted with him," Malila said. "He still maintained that he wanted to leave the service and we honored his wish."

Botha made several errors as the lead investigator after the double-amputee athlete shot Steenkamp at his home in Pretoria, the South African capital.

He walked through the crime scene without wearing protective shoe covers, potentially contaminating the area; gave conflicting estimates of the distance of the house of a potential witness; and was criticized by the judge in the athlete's bail hearing for failing to secure data from cellular telephones found at the scene of the shooting.

It later emerged that Botha faced attempted murder charges for a case in which he and two other officers fired on a vehicle in an attempt to make it stop. His superiors then removed him from the Pistorius case, replacing him with a senior investigator, police Lt. Gen. Vinesh Moonoo.

Rudolph Zinn, a former detective who lectures at the School of Criminal Justice and Police Practice at the University of South Africa, said it should have been standard procedure to assign a top official from the beginning of the Pistorius case.

"A senior person should be appointed as soon as possible to take over the investigation's management to make sure that the crime scene is processed accordingly," he said in an interview with The Associated Press last month.

Pistorius, who was freed on bail, says he mistook Steenkamp for an intruder when he shot her through a locked bathroom door. Prosecutors believe the shooting happened after the couple got into an argument.

The Olympian's next court appearance is scheduled for June 4.

Also Thursday, a South African public relations company said it will no longer represent Pistorius. Janine Hills, the head of Vuma Reputation Management, said the Pistorius family is in a "stronger position" to handle media issues, but that her company will continue to provide guidance. She said in an email to the AP that a "handover process" had been under way since March 1.

Ballet dancer says he was behind Russian acid attack

MOSCOW (AP) ? A Russian ballet star who most recently played the title role in "Ivan the Terrible" at the famed Bolshoi Theater has confessed that he organized the acid attack on the theater's ballet chief, Moscow police said Wednesday.

Sergei Filin, the artistic director of the Bolshoi ballet, suffered severe burns to his eyes and face on Jan. 17 when a masked attacker threw a jar of sulfuric acid in his face as he returned home late at night. The 42-year-old former dancer is undergoing treatment in Germany.

Star dancer Pavel Dmitrichenko, 29, confessed to masterminding the attack, and two other men confessed to being accomplices, police said in a statement.

"I organized that attack but not to the extent that it occurred," a bleary-eyed Dmitrichenko said in footage released by Russian police.

The Associated Press could not immediately verify whether that confession was made under duress.

Moscow police official Svetlana Kokotova told The Associated Press that investigators believe that Dmitrichenko harbored "personal enmity (against Filin) based on his professional activity."

Bolshoi spokeswoman Katerina Novikova told AP that Filin had been informed about Dmitrichenko's detention, but said the theater would not comment until after the trial.

Dmitrichenko, who comes from a family of dancers and joined the Bolshoi in 2002, has danced several major parts in recent years, including the villain in "Swan Lake." Novikova said on Tuesday that management was unaware of any conflict between him and Filin. However, Channel One state television reported that Dmitrichenko's girlfriend, Anzhelina Vorontsova, also a Bolshoi soloist, was known to have been at odds with Filin.

Dmitrichenko remained in police custody pending a court hearing on Thursday in which prosecutors will ask the court to have the men arrested. It was unclear whether the three men had lawyers, or when the prosecutors will move for formal charges against them.

The Bolshoi Theater is one of Russia's premier cultural institutions, best known for "Swan Lake" and the other grand classical ballets that grace its stage. Backstage, the ballet company has been troubled by deep intrigue and infighting that have led to the departure of several artistic directors over recent years.

Filin's colleagues have said the attack could be in retaliation for his selection of certain dancers over others for prized roles. Filin told state television before he checked out of a Moscow hospital in January that he knew who ordered the attack but would not name the person.

The alleged perpetrator, 35-year-old Yuri Zarutsky, was arrested on Tuesday in the Tver region north of Moscow, police said. Police had also detained and questioned another suspected accomplice, identified as Andrei Lipatov, who is believed to have driven Zarutsky to the scene of the crime.

Russian news agencies reported that Lipatov had been detained in Stupino, a sprawling Moscow suburb where the Bolshoi owns summer houses used by its dancers and management. Dmitrichenko said in a recent interview that he was managing the Bolshoi dachas in his spare time.

The Bolshoi's general director, Anatoly Iksanov, accused longtime principal dancer Nikolai Tsiskaridze of inspiring the attack. Tsiskaridze, a long-time critic of the theater's management, has denied the allegation and accused Iksanov and his allies of fueling the dispute.

Dmitrichenko's girlfriend was coached by Tsiskaridze.

When contacted by The Associated Press Tsiskaridze texted back: "I have nothing to say..."

Filin is the sixth artistic director at the Bolshoi since the legendary Yuri Grigorovich, who led the dance company for three decades, resigned in 1995 after losing a protracted dispute with theater management. Successive artistic directors have been unable to overcome the resistance from dancers and teachers still loyal to Grigorovich, but Filin was seen as capable of bridging that gap.

The Izvestia daily on Wednesday quoted ballet teacher Marina Kondratyeva as saying that Dmitrichenko had a brilliant career and would not have needed to seek revenge on Filin.

Kondratyeva admitted that his girlfriend Vorontsova had not been given leading parts lately but for a good reason: "How could Filin 'elbow her out'? Tsiskaridze is mentoring and coaching her ? but she was just plain fat."

Vorontsova danced for Filin when he worked at the Stanislavsky and Nemirovich-Danchenko Theater, Moscow's second ballet company. Russian newspapers said that Filin expected Vorontsova to stay at the theater when she finished doing her apprenticeship but she went to Bolshoi instead ? before Filin was hired to work there.

Russian newspapers quoted unidentified ballet dancers saying that Dmitrichenko had a fiery temper.

In a rare public outburst, Dmitrichenko posted an angry comment in November responding to a newspaper review which said his "artistic scope is limited not to mention his physical potential."

Dmitrichenko on the website of the Kommersant daily accused the journalist of bias, calling the writer "a failed performer." Kommersant later took down his comment. One of the screenshots of the detailed remarks read:

"I'm happy, I'm accomplished, I work with the genius of a teacher, I work with Genius, Grigorovich himself!!! What about you??"

Dmitrichenko was due to appear at the Bolshoi in "Sleeping Beauty" on March 16 where he played Bluebird.

(AP) ? By the hundreds of thousands, Hugo Chavez's tearful supporters carried their dead president through streets still plastered with his smiling image, an epic farewell to a larger-than-life leader remembered simply as "our commander."

In a display of raw, and at times, unruly emotion, generations of Venezuelans, many dressed in the red of Chavez's socialist party, filled Caracas' streets Wednesday to remember the man who dominated their country for 14 years before succumbing to cancer.

Chavez's flag-draped coffin floated over hundreds of thousands of supporters as it made its way atop an open hearse on a seven-hour journey to a military academy in the capital. Mourners followed the lead of a grim drum major, with some shouting out "nuestro comandante" ? "our commander," in English ? as the coffin passed.

At the academy, Chavez's family and close advisers, as well as the presidents of Argentina, Bolivia and Uruguay, attended a funeral Mass before the president's open casket. Later, the public slowly filed past in a show of respect expected to go on late into the night.

But even amid the outpouring of grief, questions about the country's future could not be put off for long, with worries amplified by the government's lack of regard for the letter of the constitution and the military's eagerness to choose political sides.

Vice President Nicolas Maduro, the late president's hand-picked successor, and Bolivian President Evo Morales, one of his staunchest allies, mingled with the crowd, at one point falling to the ground in the jostle of bodies pushing in every direction. Military officers and Cabinet members ringed the president's coffin, stone-faced with grief.

Other mourners pumped their fists and held aloft images of the late president, amid countless waving yellow, blue and red Venezuelan flags.

"The fight goes on! Chavez lives!" the mourners shouted in unison, many through eyes red from crying late into the night.

Chavez's bereaved mother, Elena Frias de Chavez, leaned against her son's casket, while a priest read a prayer before the procession left the military hospital where Chavez died Tuesday at age 58. His funeral is scheduled for Friday.

"I feel so much pain. So much pain," said Yamile Gil, a 38-year-old housewife. "We never wanted to see our president like this. We will always love him."

Others who bitterly opposed Chavez's take-no-prisoners brand of socialism said they were sorry about his death, but hopeful it would usher in a less confrontational, more business-friendly era in this major oil-producing country. Under his leadership, the state expropriated key industries, raised taxes on the rich and forced many opponents into exile.

"I am not happy that he has died, but I can't be sad either," said Delia Ramirez, a 32-year-old accountant who stayed away from the procession. "This man sowed hatred and division among Venezuelans."

Even as Chavistas said their goodbyes, a sense of foreboding gripped the country as it awaited word on what might come next. Many Venezuelans, fearful of possible violence, stocked up on food and fuel as the country pondered whether the former paratrooper's socialist agenda would survive him, and for how long.

The 1999 constitution that Chavez himself pushed through mandates that elections be called within 30 days, but Chavez's top lieutenants have often improvised with the law.

The charter clearly states that the speaker of the National Assembly, in this case Diosdado Cabello, should become interim president if a head of state is forced to leave office within three years of his election. Chavez was re-elected only in October.

But Chavez anointed Maduro for that role, and the vice president has assumed the mantle even as the government announced he would represent the ruling socialist party in the presidential vote.

Some took to Twitter to denounce the move, citing Article 233 of the constitution, which establishes Cabello as the rightful president.

The military also appears to be showing firm support for Maduro, despite a constitutional mandate that it play no role in politics. In a late-night tweet, Venezuelan state television said the defense minister, Adm. Diego Molero, had pledged military support for Maduro's candidacy against likely opposition candidate Henrique Capriles, raising concern among critics about the fairness of the vote.

Capriles, the 40-year-old governor of Miranda state who lost to Chavez in October, was conciliatory in a televised address Tuesday.

"This is not the moment to highlight what separates us," Capriles said. "This is not the hour for differences; it is the hour for union, it is the hour for peace."

Other opposition leaders were more critical of the military stance.

"When all Venezuela wants unity and peace, and a climate of respect between Venezuelans predominates, they're contrasted by what's unacceptable, the declarations of the minister of defense, that are, besides false, unconstitutional," said Ramon Guillermo Aveledo, executive secretary of the opposition coalition.

If elected, Maduro would still face a stiff challenge replacing the ultra-charismatic Chavez, who parlayed a folksy nationalism and stiff resolve into a virtual one-man government, maintaining support among the poor despite food shortages, rampant crime and inflation topping 20 percent.

Cynthia Arnson, director of the Latin American Program at the Washington-based Woodrow Wilson International Center for Scholars, said Maduro won't be able to harness "Chavismo" as Chavez did so successfully, but she expects him to win any upcoming presidential vote.

"There's really no one who can step into those shoes," she said.

The next administration must also control a ballooning public debt that has quadrupled to $102 billion since Chavez took office in 1999, despite Venezuela's booming oil exports

Maduro's Jekyll-and-Hyde-like behavior Tuesday has stoked worries about a future government.

He used a speech just before Chavez's death to lash out at the United States and internal opponents he accused of plotting to destabilize the government. He pointed to shadowy forces as being behind the president's cancer and expelled two American military attaches he charged with spying.

In a speech later announcing the death, a shaken and somber Maduro called for peace, love and reconciliation among all Venezuelans.

Many mourners at Wednesday's procession took their cue from the more virulent Maduro speech, venting anger at Washington and accusing Venezuela's opposition of conspiring with far-right U.S. forces to undermine the revolution.

"The government of the United States is not going to rest," said Oscar Navas, a 33-year-old fruit vendor and Chavez supporter who joined the procession. "It's going to continue conspiring against our revolution because we are anti-imperialists. I don't have the slightest doubt the CIA is here, undercover, doing whatever it can to destabilize our country."

Venezuela and the United States have a complicated relationship, with Chavez's enemy to the north remaining the top buyer of Venezuelan oil. But Chavez's inner circle has long claimed the United States was behind a failed 2002 attempt to overthrow him, and he has frequently used anti-American rhetoric to stir up support. Venezuela has been without a U.S. ambassador since July 2010 and expelled a U.S. military officer in 2006.

In Washington, senior Obama administration officials said Wednesday they hoped to rebuild the U.S.-Venezuelan relationship in the wake of Chavez's death, but acknowledged that sudden rapprochement was unlikely given the Latin American country's upcoming presidential election.

They expressed displeasure with the expulsion of two U.S. military officials in Venezuela and Maduro's accusations that the U.S. was somehow responsible for Chavez's cancer.

"Yesterday's first press conference was not encouraging," a senior official said. "It disappointed us."

She and the other officials spoke on condition of anonymity because they weren't authorized to speak publicly on the matter.

The U.S. is still reviewing whether to take reciprocal action for the expulsion of the American attaches, the officials said.

GBP/USD (daily chart) as of March 6, 2013 has settled just above major support around the 1.5000 handle. This occurs after price dropped down to hit this target late last week. Since the downside price objective was hit, price has consolidated just above it in preparation for the next significant move. The two-month downtrend (starting at the very beginning of the year), has clearly been steep and dramatic, having broken down below multiple previous support levels. The low just below 1.5000 that was hit on Friday established a 31-month low for the pair.

Despite this extreme low and the current consolidation above key 1.5000 support, the bearish trend has shown little indication of relenting. With major resistance up around the previously broken 1.5250 level, any significant breakdown below 1.5000 would confirm a downtrend continuation with a further downside objective around the 1.4800 support level.

Situated on the west coast, Marigot Bay is only a few miles from Castries so you can easily visit these two places together. Surrounded by hills, it is a very attractive place and you will also find the Saint Lucian National Marine Reserve located here.

Mourning in NY as baby dies after hit-and-run

NEW YORK (AP) ? A close-knit ultra-Orthodox Jewish community in Brooklyn was plunged into a new round of mourning Monday by the death of a baby who was delivered by cesarean section after his parents were killed in a grisly hit-and-run crash a day earlier.

Police hunted for the suspected driver, identified as Julio Acevedo, saying he was barreling down a residential street in a BMW at 60 mph, or twice the speed limit, early Sunday when he collided with a car hired to take the couple to the hospital.

The death of the newborn on Monday piled tragedy upon tragedy and compounded the community's grief.

The baby was buried near the fresh graves of his parents, Nachman and Raizy Glauber, both 21, according to Isaac Abraham, a spokesman for the Hasidic Jewish community. About a thousand community members turned out for the young couple's funeral a day earlier.

"The mood in the neighborhood is very heavy," said Oscar Sabel, a retired printer who lives near the scene of the accident. "We all hoped the baby would survive."

Brooklyn is home to the largest community of ultra-Orthodox Jews outside Israel, more than 250,000. The couple wed last year in a marriage arranged through a matchmaker and were living in the Williamsburg neighborhood.

They were members of the Satmar Hasidic sect, whose men dress in dark coats and hats, wear long beards like their Eastern European ancestors and have limited dealings with the outside world. Raizy Glauber grew up in a prominent rabbinical family. Her husband was studying at a rabbinical college; his family founded a line of clothing for Orthodox Jews.

Sabel, dressed in the traditional long black coat of the Satmar, said it was a terrible tragedy.

"But it's what God wants," he said. "Maybe the baby's death, and his parents', is not for nothing; God doesn't have to give us answers."

Shortly after midnight Sunday, Raizy Glauber, who was seven months pregnant, wasn't feeling well, so the couple decided to go to the hospital, said Sara Glauber, Nachman Glauber's cousin. They called a livery cab, a hired car that is arranged via telephone, not hailed off the street like a yellow cab.

The livery cab had a stop sign, but it's not clear if the driver stopped. Police said the crash with the BMW reduced the cab to a crumpled heap, and Raizy Glauber was thrown from the wreck. The engine ended up in the back seat, Abraham said.

Police said the driver of the BMW ran away.

The baby weighed only about 4 pounds when he was delivered, neighbors and friends said. He died of extreme prematurity, the city medical examiner's office said.

The driver of the livery cab, Pedro Nunez Delacruz, was knocked unconscious but was not seriously hurt. His vehicle should not have been sent to pick up the passengers because an application to use the Toyota as a livery cab had not yet been approved, the city Taxi and Limousine Commission said.

Acevedo, 44, was arrested last month on a charge of driving while under the influence, and the case is pending. He served about a decade in prison in the 1990s for manslaughter. No one answered the door at Acevedo's last known address, in a public housing complex in Brooklyn. Neighbors said his mother lived in the same building, but she did not answer her door.

"We in the community are demanding that the prosecutor charge the driver of BMW that caused the death of this couple and infant ... with triple homicide," Abraham said in a statement. "This coward left the scene of the accident not even bothering to check on the people of the other car."

How Acevedo came to possess the BMW is also under investigation. The registered owner, Takia Walker, was arrested on insurance fraud charges Sunday in a scam involving the car, police said. She was not involved in the crash. A telephone number registered to Walker rang unanswered.

A person familiar with the investigation said Walker bought the car legally, or allowed her identification to be used in the purchase, then gave the vehicle to a middleman who either lent or rented it out to the driver. The person was not authorized to speak publicly and spoke to The Associated Press on condition of anonymity.
