Last month, A. Pawlowski reported for NBC News on the unfortunate death of Vilma Soltesz in Hungary, where she and her husband were visiting relatives. Starting from their home in New York, they had flown overseas via KLM Airlines, which accommodated Mrs. Soltesz?s 425-pound weight by having her buy two seats.

For the return trip, a month later, they were also scheduled to fly with KLM, and Mrs. Soltesz was taken into the plane with a Skylift elevator. But once they were embarked, something went wrong with the back of the passenger seat, apparently, and there was no seat belt extender. People have to be strapped in, of course, so that was that. Husband and wife were escorted off the plane.

A spokesperson for the company said that an extender would not have fixed the problem anyway. Pawlowski interviewed the attorney who is now involved, Holly Ostrov Ronai, who said:

The couple spent five hours at the airport and then drove through the night to Prague, where they were told a bigger Delta Air Lines plane could take them home the next day. But that attempt was also unsuccessful because Delta only had a plastic wheelchair that was not able to hold Soltesz?s weight.

Mrs. Soltesz is described as ?an amputee who suffered from kidney disease and diabetes,? and presumably was wheelchair-bound. Apparently the details vary according to airline, airport, and because of other factors, but at some point in the boarding process the patient has to be transferred into a wheelchair owned by the airline. The person is moved onto the plane and into a seat. Lifting a patient for these transfers is a difficult and potentially dangerous process.

It is worth noting that municipal bus manufacturers have figured out how to immobilize an entire wheelchair and patient, and airlines have not. Air travelers are not allowed to stay in their own wheelchairs. This is a shame, because a person who inhabits one all the time has adapted it to her or his individual needs, and an airplane seat is a very inadequate substitute.

The Soltesz couple made the transatlantic trip every year, so they were familiar with the complicated process, but it had never been so difficult before. They tried a third airline, Lufthansa, which called in the fire brigade and other experts to help get Mrs. Soltesz safely ensconced in the plane. But ultimate authority of course lies with the captain, and the other employees were unable to satisfy this captain as to this passenger?s ability to be properly buckled down. Mrs. Soltesz and her husband stayed in Hungary and she died soon afterward.

Believing that the airlines ?had a duty to get her home to her doctors,? the patient?s husband and Attorney Ronai are suing the airlines for $6 million. (Actually, there is no specific rule that even requires an airline to supply seat belt extenders.)

It?s easy to imagine what the other side will say in court. Could a duty even be asserted if the patient had a communicable disease? How much accommodation is ?proper?? Don?t they have doctors in Hungary? Did the American doctors warn Mrs. Soltesz against intercontinental travel, as it seems they would caution a patient in such poor health? Was she traveling against medical advice? If so, shouldn?t the apportionment of blame take that into consideration?

Learning about yourself is a team sport. There are great teachers, friends and professionals who can help you analyze your thoughts and explain your feelings. Be nice to your body to better your self improvement. If your body feels you need to eat or drink, you should do it. Meeting your body's needs this way will keep it dependable for years to come. Leading an unhealthy lifestyle will lead to premature aging and illness. You should not shop out of comfort. If you do a hobby versus raising your credit card bill, you won't have to stress over those bills and will have less clutter at home to clean. Exercise even if you are at your ideal weight. There are many different reasons to exercise. When you exercise, your body makes a variety of chemicals that assist in relaxing you. Seek out new challenges. This can create new possibilities in your life. You will see, do and explore more things than you ever thought possible. You may even start a new model by doing something that has never been done before. Rather than following in other people's footsteps, try doing your own thing and forging your own path. Do you drink a lot? Are nicotine or other destructive habits something that harms you? The body is a source of great wonder and is vital to our life, as such respect is what it deserves. You can improve your life by replacing bad habits with good ones. Look at your life, what you are doing that may be harmful, and work on omitting things that need to be removed from your life. Getting healthier is a self improvement step that can have far-reaching positive repercussions. When you are healthy, you feel better and have more energy. Your mind is less cloudy, and you can even gain more free time and cut down on expenses because you won't need to visit the doctor as frequently. Make adopting healthier habits a goal.

Create a personal development plan by determining what your personal values are. If you go against your values, you are shooting yourself in the foot. Instead of this, you should focus your energy on the things that you want to develop that also go along with your own values. This allows you to implement personal and professional changes that will last forever. Are you having a hard time meeting that special someone? Perhaps you should try the Internet. Up to 40% of couples meet over the Internet nowadays. It is possible that certain someone is looking for you. Both sites have their strengths and weaknesses. Try to read encouraging books. Some people may look to a religious text, while others might look for inspiring quotes. You may need help staying on top of life and keeping your mind clear, and a trusted book whose words have meaning to you is a great resource to fall back on. Do you frequently consume alcohol? Do you do other harmful things like smoke cigarettes? Your body should be treated with the utmost respect. Eradicating negative behaviors is key to leading a better lifestyle. Take a hard look at your daily life and find things that could benefit from a positive restructuring.

Personal development starts with leadership. Leadership has many definitions, but many people think of it as "influence." Consider your leadership background. What are the specific incidences that made the biggest influence in your life? How did the events that took place have an effect on you? Evaluate attributes that you possess which contribute to your role as a team player. It is through these questions that you can best determine your role in a team environment. Usually what brings your happy mood down is stress. When stress happens in our minds, it also has detrimental affects on our physical health. To retain clarity of mind and the motivation to work towards our goals, it is critical to banish unnecessary stress from our minds. Each day, take time to quiet your mind and relax. Taking the time to renew your center will help you to find peace within yourself. Understand that there is a divide between where you are and where you wish to go. You need to acknowledge this so you can take your very first step. If you can't figure out what the difference is, chances are you won't find success in reaching your goals. Begin your self improvement with a look at your leadership qualities. When thinking about leadership, think about it in terms of your level of influence on the world around you. Reflect back on your leadership experiences. Are there events that have had major impacts on your life? How have those events changed you? What is the key element that makes you behave as a team player? By carefully evaluating these questions, you can increase your awareness of your ability to function well in a team setting.

Are you an alcohol abuser? Do you make a habit of smoking or engaging in other harmful vices? Our bodies are important to maintain, and should be treated with care. If you want to start improving your life, you have to stop engaging in harmful activities. Consider all of your habits and opt to omit habits from your life that can be described as harmful.

Choose one aspect that you want to improve and put your effort into that. Perhaps there are several areas you want to improve, but focus on just one at a time. Since new habits are most effective when introduced slowly, you are also more likely to having your changes stick around for the long term. Always aim to keep self-discipline a priority as you work on bettering yourself. Make sure that you develop self control skills. Conquer desires of the flesh, such as, overeating, lust, greed and drunkenness. If you can cut out the negative aspects of your personality you'll find your entire being becomes healthier and happier. Anytime and anywhere, be ready for when your ideas strike. Carry paper with you everywhere. Making quick notes about the inspiration as it strikes you will jog your memory and add to the potential that you will later incorporate into a thoughtful creative process.

Find texts and phrases that sooth and encourage you. Some people see it spiritually, whereas others just find it inspirationally. Keeping something on hand that you can revisit when necessary is a great way to improve your mindset, and navigate such situations more effectively.

Be the best you can be at what you are doing! Use your passions to fuel your journey of personal fulfillment. Now, you cannot be the complete best at everything you do, but it does not hurt to try. Trying for greatness helps inspire others to adapt to the same mindset, giving them a boost of self-worth. Do work you enjoy, complete it the best you can, and your self-esteem will grow stronger. Find a variety of ways to keep yourself motivated to improve your life. The work is hard, but the advice to get started can make the work fun.

NHL delivers proposal to union

The NHL made a new offer to the players' association, hoping to spark talks toward ending the long lockout and saving the hockey season.

Deputy commissioner Bill Daly said Friday the league presented its proposal Thursday and was waiting for a response. The sides haven't met in person since a second round of talks with a federal mediator broke down Dec. 13.

The lockout has reached its 104th day, and the NHL said it doesn't want a season of less than 48 games. That means a deal would need to be reached mid-January.

"We delivered to the union a new, comprehensive proposal for a successor CBA," Daly said in a statement Friday. "We are not prepared to discuss the details of our proposal at this time. We are hopeful that once the union's staff and negotiating committee have had an opportunity to thoroughly review and consider our new proposal, they will share it with the players. We want to be back on the ice as soon as possible."

The league proposed raising the limit of individual free-agent contracts to six years from five ? seven years if a team re-signs its own player; raising the salary variance from one year to another to 10 percent, up from 5 percent; and one compliance buyout for the 2013-14 season that wouldn't count toward a team's salary cap but would be included in the overall players' share of income.

The NHL maintained the deferred payment amount of $300 million it offered in its previous proposal, an increase from an earlier offer of $211 million. The initial $300 million offer was pulled off the table after negotiations broke off earlier this month.

The latest proposal is for 10 years, running through the 2021-22 season, with both sides having the right to opt out after eight years.

There were reports Friday the sides would convene by conference call today and hoped to meet Sunday in New York.

The lockout has reached a critical stage, threatening to shut down a season for the second time in eight years. All games through Jan. 14, plus the Winter Classic and the All-Star game already have been called off. The next round of cuts could claim the entire schedule.

The NHL is the only North American pro sports league to cancel a season because of a labor dispute, losing the 2004-05 campaign to a lockout. A 48-game season was played in 1995 after a lockout stretched into January.

It is still possible this dispute could eventually be settled in the courts if the sides can't reach a deal on their own.

The NHL filed a class-action suit this month in U.S. District Court in New York in an effort to show its lockout is legal. In a separate move, the league filed an unfair labor practice charge with the National Labor Relations Board, contending bad-faith bargaining.

Those moves were made because the players' association took steps toward potentially filing a "disclaimer of interest," which would dissolve the union and make it a trade association. That would allow players to file antitrust lawsuits against the NHL.

Union members voted to give their board the power to file the disclaimer by Wednesday. If that deadline passes, another vote could be held to approve a later filing.

Rare California tornado damages greenhouses in Monterey Bay

A small tornado in Santa Cruz County near Watsonville last Saturday lasted only three minutes but knocked down walls of some greenhouses
and uprooted trees in its path, a spokesman for the National Weather Service
said.

The tornado started as a waterspout on the surface of Monterey Bay at 6:59 a.m., crossed over Sunset State Beach and grew to 20 yards wide with winds reaching 75 mph as it swept east to inland areas, said Logan Johnson, a weather service spokesman in Monterey.

The swirling winds crossed over a large farm, sent fiberglass and plastic sheeting flying off of the walls of some greenhouses and caused the metal support structure of one to cave in and damage crops growing inside, Johnson said.

The twister also blew out fiberglass windows in two other greenhouses and propelled debris into a field 30 to 50 yards from the greenhouses, Johnson said.

The wind sent agricultural cloth in the air, wrapping it around a utility pole, and uprooted several trees on San Andreas Road before ending at
7:02 a.m. just over a mile from where the tornado started, Johnson said.

The tornado, which took place about a mile south of the private Monterey Bay Academy Airport, came from the major storm front that hit the Bay Area last weekend, Johnson said.

The 20-yard width of the whirlwind was "pretty small," Johnson said. "The largest and strongest tornados can be one quarter to a half mile wide."

Tornadoes in the San Francisco Bay Area are fairly rare, but not without precedent, the most recent one occurring up north in Santa Rosa in Sonoma County in March 2011, Johnson said.

The weather service has recorded seven tornadoes in Bay Area counties over the last decade, Johnson said.

Kitayama Brothers Watsonville, at 481 San Andreas Road, the farm in the tornado's path, grows flowers in its greenhouses, including snapdragons, gerbera daisies and hydrangeas, according to Carolyn Do, branch manager of the firm's San Jose office.

A hotel at The Meadows, a casino in Fayette County and new games are on tap for Western Pennsylvania gamblers in 2013.

Regulators will award the license for the state?s 13th casino, as gambling industry leaders hope Americans have enough confidence in the economy to keep the slots spinning and the cards turning.

?We?re a discretionary income business,? Rivers General Manager Craig Clark says of casinos in general. ?We?re one of the first to be cut? when people have to reduce their spending.

In the first 11 months of the year, Pennsylvania casinos generated $2.9 billion in gambling revenue, an increase of 4.7 percent from the total through November 2011. With an eye toward increasing that figure again in 2013, casino executives plan new offerings to attract new players and keep familiar faces returning.

Lady Luck Casino Nemacolin will open in the summer at the Fayette County resort, says Isle of Capri spokeswoman Jill Alexander. Isle of Capri, which operates 15 casinos in six other states, will manage Lady Luck.

It will have 600 slot machines and 28 table games but no poker room, Alexander says. The casino will have 450 employees.

Lady Luck Nemacolin will be a resort casino, meaning it will be open only to hotel guests and to people making a $10 purchase, such as food, a souvenir or a gift card. Managers of existing Western Pennsylvania casinos say they don?t worry about competition specifically from Lady Luck.

?Nemacolin will have some minor effect, but I don?t think it will be dramatic,? says Sean Sullivan, vice president and general manager at The Meadows Racetrack and Casino in North Strabane. ?It?ll be attractive to certain types of players.?

Clark sees Nemacolin as more of a destination location, while most Rivers customers come from Allegheny County.

The Meadows

Officials are ?working tirelessly? on a hotel that will be connected to the casino, Sullivan says. He expects groundbreaking in the spring.

The hotel will have about 200 rooms. Although about 1,000 rooms are available in nearby hotels, Clark says an on-site facility is a ?critical component? for casino guests. ?Meadows Hotel? will be built below the south parking garage, in an area now used for bus parking.

Work also is to start in the spring for a retail development tentatively called ?The Street.? It will front on Racetrack Road and include shops, restaurants and a bank. Tenants might be announced next month.

Rivers

The casino recently remodeled its poker room and installed a new high-limit room.

Clark says Rivers? focus in 2013 will be on slot machines and promotions. The casino plans to add new slots and get new titles out faster. He says promotions will be bigger and more exclusive. The $300,000 ?mortgage mania? promotion in January offers to cover the winner?s mortgage payments for a year, up to $18,000, with secondary prizes of making car and credit card payments.

The casino will continue its emphasis on community involvement, he says. It will again be a partner with the Auto Show and plan a NASCAR event that will put winners in a NASCAR simulator.

?Our business is based in Pittsburgh and Allegheny County. We?re supported by the local community in a very significant way,? he says.

Statewide

A major decision for the Gaming Control Board will be awarding the license for a second casino in Philadelphia. Six companies are vying for the state?s last Category 2 license, which allows a stand-alone casino with up to 5,000 slot machines and 250 table games.

Although Pennsylvania appears to have replaced New Jersey as the No. 2 gambling states, it faces competition from expansion in New York, Massachusetts, Maryland and elsewhere.

The state Gaming Control Board will see that the approval process for new games is quick and efficient, a spokesman says. The board also notes that several casinos are adding entertainment and conference venues, hotels and additional restaurants.

Nationwide

Online gambling will remain the No. 1 topic. Supporters of federal legislation authorizing legal online poker pulled the plug on their proposal in mid-December, while pledging to try again in 2013.

A 2011 U.S. Department of Justice ruling says states may offer online games within their borders. Nevada has authorized operators of online poker site that are expected to begin operations this year, and Delaware seems poised to offer online slots as well as poker, roulette, blackjack and other games.

Last week, New Jersey?s Legislature approved allowing online versions of any game offered in Atlantic City casinos. The bill was sent to Gov. Chris Christie.

California and other states are exploring legalization of online gambling.

I Am Not SICK with Diabetes!

Have you ever seen that look on a person?s face when you explain to them that you have diabetes? It?s that look that is filled with pity and sorrow. Following the look, sometimes, is something like, ?Oh, you poor thing,? or ?Oh dear, how horrible for you to have to suffer with that every day.?

Which brings me to the phrase, ?suffering with diabetes.? It?s often used in the media: ?So-and-so has been suffering with diabetes for 15 years.?

I am not suffering. I am not sick. I am not a sad case that deserves your pity. The word ?sick? implies weakness, struggle, misery, and woefully sitting on the couch.

Several years ago, I was casually in conversation with a professor from my alma mater. I said something about ?helping people live healthy lives with diabetes.? His response was, ?Well, a person with diabetes can?t ever really be ?healthy.??

It was infuriating, because?yes, we can be healthy! More than healthy!?

Living with diabetes can be a reason to watch what we eat. To be?aware?more aware?of what we eat than the average non-diabetic. Living with diabetes can be a reason to exercise regularly, because we are?aware?of our own insulin sensitivity and how it?s impacted by less exercise, more exercise and weight-gain.?Living with diabetes can be the reason why I know how to estimate how many calories are on my plate while a non-diabetic might not have a clue of where to begin counting, or how.

Living with diabetes has led me, in my own life, to pursue health and fitness not as a hobby, but as a part of my being that keeps me happy, strong,?healthy,?and continually empowered to live a long, full life.

Many decades ago, sure, diabetes was essentially a death sentence. But if you stack up the list of everyday diabetics who finish marathons, teach yoga, win the olympics, compete in gymnastics?oh this list could go on and on! It would be a very long list, because the diagnosis of diabetes does not mean we are sick.

Instead, it means something in our body isn?t working correctly. And we are required to compensate for that by working harder to achieve and maintain health. But we are not sick?not if we choose to face our diabetes and live well. I am not sick with diabetes. I am strong, and maybe, even stronger than many of the non-diabetics around me.

Wall Street inches up as Obama to return to "cliff'"debate

NEW YORK (Reuters) - Stocks edged higher on Wednesday as President Barack Obama cut short his vacation and readied to return to Washington a day ahead of last-minute talks to avert a series of tax increases and government spending cuts set to begin next week.

The Dow Jones industrial average <.dji> gained 22.33 points, or 0.17 percent, to 13,161.41. The Standard & Poor's 500 Index <.spx> gained 1.68 points, or 0.12 percent, to 1,428.34. The Nasdaq Composite Index <.ixic> dropped 0.30 points, or 0.01 percent, to 3,012.30.

Paragon Backup & Recovery 12 Home


Paragon Software's disk management tools routinely outclass the competition and run away with our Editor's Choice?for example Paragon Hard Disk Manager Suite 2011. I expected Paragon Backup & Recovery 12 to perform equally well, but I wasn't nearly as impressed by it as I am by Paragon's disk tools. Paragon Backup & Recovery 12 Home ($39.95, direct) gets basic backup jobs done, and offers a far cleaner interface than its more-powerful rival Acronis Backup & Recovery, but its interface prevents non-experts from using some essential features. Worse, in my tests under Windows 7 64-bit, Paragon's app was the only backup program that crashed in the middle of routine operations. It didn't crash predictably, but it crashed more than once?and even one crash is one too many for a backup program.

Getting Started
When Paragon Backup & Recovery starts up, it offers a simple menu with "Smart Backup" and "Restore" as the most prominent options. Smaller icons lead to other tools, including Paragon's reliable tools for copying drives and partitions and extracting multiple files from disks or backups for storage elsewhere. An unobtrusive link at the foot of the screen opens Paragon's advanced interface, which lets expert users access the enormous range of features that Paragon builds into its products. I'll get back to the advanced interface later, after surveying the app's consumer-level features.

The Smart Backup option on the main menu leads to a wizard that lets you choose among a full range of backup types, from backups of full disks and partitions through backups of Outlook or Windows Mail messages, media files, documents, or any arbitrary set of files and folders. Clear menus let you specify whether to perform the backup once or on a recurring schedule, whether to password-protect a backup, and an option to create a script file in Paragon's proprietary scripting language that can be saved and reused?but only from the Windows command line or via the optional advanced interface.

The consumer-level interface lets you create backup jobs that can run on a schedule, but it gives the non-expert user no way to save a backup job that can be run once but also reused later. This is an essential consumer-level feature that backup apps from Acronis, NTI, and Genius all provide, but which Paragon makes available only to experts.

Performance
When I tested the app's ability to save an 800 MB folder to a USB3 drive, it took a whopping five minutes to do the job, compared to Acronis's 84 seconds. Worse, it twice crashed with an error message without completing the operation, though in each case it performed successfully when I ran the backup a second time. This simply shouldn't happen with software that's designed to safeguard your data.

Other tools available on the consumer-level interface include a feature that builds bootable recovery media on either optical or USB flash disks. The disk-building interface is blissfully simple, and the resulting recovery media is the essentially the same easy-to-use, powerful recovery disk created by Paragon's hard disk management apps. It's the one recovery disk that I've always got available, and it's never failed me yet.

Options
Another tool on the consumer-level interface creates and manages "Backup Capsules," which are optionally-bootable secure partitions like the "Acronis Secure Zone" that is one of rival Acronis's features. I didn't test this feature for two reasons. First, I think it's a mistake to save your data on the same physical hard disk with the data itself, because any damage to the hard disk is likely to wipe out the backup. Second, I know from hard experience that it's potentially dangerous to alter your disk structure with a proprietary bootloading code that only one vendor's applications can manage or understand. Fortunately, as with Acronis's Secure Zone, you don't need to use Paragon's Backup Capsules.

To return to the app itself, the optional advanced interface offers a genuinely dazzling range of features, entirely unlike the deliberately-hobbled consumer-level interface of the main menu. You get Paragon's spacious, detail-rich display of disk information and lucid wizards for building backup jobs and disk management tasks. The advanced features include the ability to combine two or more existing backup archives, each from a different partition or folder, into a single archive. You can also create and reuse the full range of simple, differential, or incremental backups that are standard in all advanced backup programs. Unfortunately, I experienced the same program crash when I ran a folder backup from the advanced interface that I did when I ran it from the consumer-level interface.

Paragon Backup & Recovery 12 Home, like Acronis Backup and Recovery, is an enormously powerful program with a less-than-ideal interface. Paragon's consumer-level interface is too limited. Acronis' interface is more complex than I'd like it to be but at least it makes all major features relatively easy to find and manage. Acronis also has a major advantage in its greater reliability?at least in my testing?and also in its optional online storage feature. Acronis edges out Paragon for Editors' Choice in local backup software.

Family Tree Maker 2012 Sync problems - Message Boards ...

Since Feb 2012 I rarely had sync issues. Usually only issues involved server being down or too busy. My AMT on ACOM was the tree which I updated and usually synced to FTM 2012 once a week. Online tree had 71,200 individuals and had downloaded 33,000 media files to the FTM Media folder. On 17 Dec received a sync error when I tried to add 800 new individuals from AMT. Error would appear while processing data from Ancestry was nearly 75% complete. Compacting reduced FTM file nearly 36%. Sync still failed and then when FTM file added a handful of individauls (including a "No Name" individual), I decided to unlink AMT and FTM trees. Afterwards unable to download AMT into FTM 2012. Sync failed error appears while data is being prepared for download from Ancestry. Subsequently it took over 13 hours to generate a GEDCOM file from AMT that I could export. In the past it had only taken 90 minutes to create GEDCOM. Have rebooted numerous times, cleared cache and deleted FTM temp folder, and waited a day to try again, all to no avail. Eventually I guess I will need to contact Tech Support, but for now I just don't relish dealing with lower support levels who can only read a help script. Attachments show various alerts and error messages received over the last week when trying to get FTM 2012 to function.

Army teams going to Africa as terror threat grows

WASHINGTON (AP) ? A U.S. Army brigade will begin sending small teams into as many as 35 African nations early next year, part of an intensifying Pentagon effort to train countries to battle extremists and give the U.S. a ready and trained force to dispatch to Africa if crises requiring the U.S. military emerge.

The teams will be limited to training and equipping efforts, and will not be permitted to conduct military operations without specific, additional approvals from the secretary of defense.

The sharper focus on Africa by the U.S. comes against a backdrop of widespread insurgent violence across North Africa, and as the African Union and other nations discuss military intervention in northern Mali.

The terror threat from al-Qaida linked groups in Africa has been growing steadily, particularly with the rise of the extremist Islamist sect Boko Haram in Nigeria. Officials also believe that the Sept. 11 attack on the U.S. consulate in Benghazi, which killed the ambassador and three other Americans, may have been carried out by those who had ties to al-Qaida in the Islamic Maghreb.

This first-of-its-kind brigade assignment ? involving teams from the 2nd Brigade, 1st Infantry Division ? will target countries such as Libya, Sudan, Algeria and Niger, where al-Qaida-linked groups have been active. It also will assist nations like Kenya and Uganda that have been battling al-Shabab militants on the front lines in Somalia.

Gen. Carter Ham, the top U.S. commander in Africa, noted that the brigade has a small drone capability that could be useful in Africa. But he also acknowledged that he would need special permission to tap it for that kind of mission.

"If they want them for (military) operations, the brigade is our first sourcing solution because they're prepared," said Gen. David Rodriguez, the head of U.S. Army Forces Command. "But that has to go back to the secretary of defense to get an execute order."

Already the U.S. military has plans for nearly 100 different exercises, training programs and other activities across the widely diverse continent. But the new program faces significant cultural and language challenges, as well as nagging questions about how many of the lower-level enlisted members of the brigade, based in Fort Riley, Kan., will participate, since the teams would largely be made up of more senior enlisted troops and officers. A full brigade numbers about 3,500, but the teams could range from just a few people to a company of about 200. In rare cases for certain exercises, it could be a battalion, which would number about 800.

To bridge the cultural gaps with the African militaries, the Army is reaching out across the services, the embassies and a network of professional organizations to find troops and experts that are from some of the African countries. The experts can be used during training, and the troops can both advise or travel with the teams as they begin the program.

"In a very short time frame we can only teach basic phrases," said Col. Matthew McKenna, commander of the 162nd Infantry Brigade that will begin training the Fort Riley soldiers in March for their African deployment. "We focus on culture and the cultural impact ? how it impacts the African countries' military and their operations."

Thomas Dempsey, a professor with the Africa Center for Strategic Studies, said the biggest challenge will be the level of cultural, language and historical diversity across the far-flung continent.

"How do you train for that in a way that would be applicable wherever they go?" said Dempsey, a retired Army colonel. He said he's not sure using a combat brigade is the right answer, but added, "I'm not sure what the answer is. The security challenges differ so dramatically that, to be honest, I really don't think it's feasible to have a continental training package."

The Pentagon's effort in Africa, including the creation of U.S. Africa Command in 2007, has been carefully calibrated, largely due to broad misgivings across the continent that it could spawn American bases or create the perception of an undue U.S. military influence there. As a result, the command has been based in Stuttgart, Germany, rather than on the African continent.

At the same time, many African nations are eager for U.S. training or support, as they work to build their militaries, battle pirates along the coast and shut down drug trafficking, kidnapping and other insurgent activities.

McKenna acknowledged the challenge, but said the military has to tap its conventional fighting forces for this task because there aren't enough special operations forces to meet the global training needs. He said there will be as many as a dozen different training segments between February and September, each designed to provide tailored instruction for the particular teams.

The mission for the 2nd Brigade ? known as the "Dagger Brigade" ? will begin in the spring and will pave the way for Army brigades to be assigned next to U.S. Pacific Command and then to U.S. European Command over the next year. The brigade is receiving its regular combat training first, and then will move on to the more specific instruction needed for the deployments, such as language skills, cultural information and other data about the African nations.

Dagger Brigade commander Col. Jeff Broadwater said the language and culture training will be different than what most soldiers have had in recent years, since they have focused on Pashtun and Farsi, languages used mostly in Afghanistan and Iran. He said he expects the soldiers to learn French, Swahili, Arabic or other languages, as well as the local cultures.

"What's really exciting is we get to focus on a different part of the world and maintain our core combat skills," Broadwater said, adding that the soldiers know what to expect. "You see those threats (in Africa) in the news all the time."

The brigade will be carved up into different teams designed to meet the specific needs of each African nation. As the year goes on, the teams will travel from Fort Riley to those nations ? all while trying to avoid any appearance of a large U.S. military footprint.

"The challenge we have is to always understand the system in their country," said Rodriguez, who has been nominated to be the next head of Africa Command. "We're not there to show them our system, we're there to make their system work. Here is what their army looks like, and here is what we need to prepare them to do."

Rodriguez said the nearly 100 assignments so far requested by Ham will be carried out with "a very small footprint to get the high payoff."

Simple Steps to Proper Mobile Optimization | Search Engine Journal

Let?s be real, here. A lot has been said about how important it is to optimize your company?s website for display on mobile devices, so I?m not going to repeat all of that here. If you want the Cliff?s Notes version, be aware that mobile usage is expected to account for as much as 50 percent of all Internet browsing by the year 2014.

Basically, it?s safe to say that, if you aren?t yet running a mobile version of your business site, this should become an immediate priority for your business.

That said, plenty of us aren?t taking the time to put a mobile optimization plan into place. According to a survey of 250 global marketers conducted by the CMO Council:

?Only 16 percent of marketers out of 250 global marketers surveyed have developed a mobile strategy aimed at building customer engagement.?

Even worse, of these marketers, only 14 percent of those surveyed counted themselves as being satisfied with the way their companies have been leveraging mobile marketing!

Whether this is due to competing priorities, the complexity of mobile optimization or some other factor isn?t clear, but what is obvious is that businesses need a simple, easy-to-understand framework for launching mobile-optimized versions of their websites.

So, while space limitations prevent me from turning this article into a complete guide to mobile optimization, the following step-by-step action plan should help you to make progress on this seemingly complex business operation:

Step #1: Understand Google?s mobile optimization preferences

As a website owner, you have several choices when launching a mobile version of your site. You can use a responsive site design that automatically detects when users are accessing your pages using mobile devices, you can control your site?s display using separate HTML and CSS files or you can create an entirely separate mobile website on an ?m.yourwebsite.com? domain.

Here?s how Google feels about each of these options:

?Google supports smartphone-optimized sites in three configurations:

  1. Sites that use responsive web design, i.e. sites that serve all devices on the same set of URLs, with each URL serving the same HTML to all devices and using just CSS to change how the page is rendered on the device.?This is Google?s recommended configuration.
  2. Sites that dynamically serve all devices on the same set of URLs, but each URL serves different HTML (and CSS) depending on whether the user agent is a desktop or a mobile device.
  3. Sites that have separate mobile and desktop URLs.?

As a rule, the search engine supports all of these different options, though given how competitive the mobile world is becoming, most companies will benefit from working with Google?s recommended configuration.

Step #2: Create a responsive design

Given Google?s recommendations, it?s clear that the best path for webmasters who are interested in pursuing mobile optimization is to create a responsive website design that serves up the same information using separate CSS files that are triggered by mobile browsers.

In nearly all circumstances, there are two primary ways to do this:

  • Purchase a website design theme with responsive options built in, or
  • Coordinate with a web developer to have a custom responsive version of your existing website built.

The approach that?s right for you will depend on the size and complexity of your existing website, as well as your mobile marketing budget. Working with web developers or design agencies to have your current design coded into a responsive format will obviously be much more expensive to complete than purchasing a standard template, though this expense may be worthwhile if you?ve invested heavily in your corporate branding.

Step #3: Understand mobile design limitations

Whichever route you take, there are a few specific mobile design cautions that you?ll want to keep in mind throughout the design process:

Mobile users hate scrolling.?

Scrolling can be challenging on mobile devices, which is why most users want to be able to log on and find the information they need without having to adjust their screens. If the content of your pages is too long to display correctly, consider breaking up chunks of text onto separate pages.

Feature timely information prominently.?

If you?re a pizza parlor, it?s much more likely that mobile users are searching for your hours and address, not your company?s history. Carefully consider which pieces of information should be featured on your mobile homepage to avoid forcing your users to go hunting for the details they need.

Render images on a percentage basis, not an absolute pixel basis.?

Rendering images according to a fixed number of pixels can disrupt mobile displays. To prevent images from breaking your responsive website design or otherwise mucking up your display, size them using percentages instead.

Allow mobile users to access your desktop site.?

Although most mobile users are looking for quick pieces of information about your company, other readers may be looking to kill a significant amount of time on your site. To give these viewers access to your full site?s content, give them the option of switching from your mobile display to your desktop website.

Place mobile calls-to-action carefully.?

Finally, if you?re going to include calls-to-action on any part of your mobile website, be sure that they?re obvious to device-based viewers. Instead of the standard bottom-right placement, consider putting these buttons and statements in the upper left-hand corner of your mobile website version.

Step #4: Cater to mobile SEO needs

For the most part, mobile SEO doesn?t differ significantly from standard desktop SEO. You?ll still want to ensure that all of the pages on your website have the proper title, meta description, and headline tags in order to rank well in the mobile search results, and you?ll still want to court backlinks to your site?s pages, as the URLs of your mobile site will be the same as those on your desktop website (just rendered differently according to responsive design principles).

However, there are a few key differences you?ll need to be aware of in order to make the most of your mobile optimization strategy:

Mobile keywords may be slightly different.

Users tend to enter different queries into mobile browsers versus desktop search engine pages. As such, it?s important to track the keywords used to access your mobile website using a tool like Google Analytics so that you can optimize your web pages for these queries appropriately.

High rankings matter more on mobile devices.

Few mobile users are willing to scroll through page after page of search results while accessing information via digital device. For this reason, your website needs to display in one of the Top 3 mobile search result listings, otherwise you risk a serious drop in your overall click-through rate.

Compact HTML or XHTML mobile files must be present on your site.

When the Googlebot indexes your site, it searches your Doc Type for these file formats in order to test your mobile-readiness. Though most responsive design templates should add these files automatically, it?s important to ensure that they?re available and unblocked in order to ensure proper mobile website optimization.

Following all of these recommendations might seem time consuming, but the reality is that they?re a must for all businesses that hope to capture a portion of the anticipated rise in mobile traffic. If you aren?t able to handle implementing these guidelines on your own, seek out people who can?mobile website optimization is just that important.

The Wall Street Journal finally comes to Newsstand

It took a long while, but The Wall Street Journal has finally come to Apple's iOS Newsstand. The paper joins thousands of other publications that are publishing via the magazine/newspaper service, and like many, the Journal's gone for a traditional layout that echoes that of the dead tree version. That said, the Newsstand distribution of the Journal is significantly more flexible than its paper cousin, offering full-screen image viewing, three text sizes, social network sharing options (that frustratingly don't use the built-in iOS sharing and require separate authorizations), and faster navigation between articles. It's not quite the authentically-digital that is The Magazine, but it's better than the PNG/JPG images that many publications are unfortunately vomiting into Newsstand.

The app uses a traditional newspaper-style layout, putting the headlines and preview ledes for multiple stories on a single page with an assortment of thumbnail images as well as larger stand-alone photos and videos (the only way you're getting video with the paper version is by using it as a massive flipbook). Navigation between pages of both the article preview grids and within the articles themselves is accomplished with a simple swipe to the left or right, though you'll have to contend with numerous fullscreen ads interspersed throughout. Apparently the $12.99 the paper asks per month for an iPhone subscription or the $21.99 a month they want if you want full access on an iPad (which also includes iPhone and website access) isn't enough to cover their needs, though it is worth noting that's the same price the Journal charges outside of the App Store system, and through Newsstand Apple's going to be taking a 30% cut. Additionally, the pinch gesture works as a back command, dropping you out of the article and into the previews, and from there to the 'start screen'.

As is standard for Newsstand subscriptions, the latest daily edition of The Wall Street Journal will download itself in the background. The Newsstand edition of the Journal also allows you to save articles for offline reading and offers up-to-the-second stock quotes and market news - it is The Wall Street Journal, after all. Many of the articles throughout the app are marked with little key icons, indicating that you're going to need a paid subscription to read them. There are still plenty of articles that aren't locked down, though those are mostly general news you can get anywhere and not the in-depth market and economic reporting for which the Journal is known.

By accepting the 30% cut demanded by Apple, The Wall Street Journal is acknowledging that they need to be present in full on smartphones and tablets like the iPhone and iPad. You're welcome to balk at the monthly cost of the subscription (especially if you're wanting to read the Journal on an iPad, as the same content is offered to smartphone users, it's just... smaller), but that's increasingly becoming the rule when it comes to 'old' media making the transition to new platforms.

It's sort of wild to think that at this time last year we had only reviewed a handful of Ultrabooks. So few, in fact, that we could count them on one hand: Acer, ASUS, Lenovo and Toshiba. HP made five, with the Folio 13, an ultraportable that was aimed at the business market, but that ended up being our top all-around pick thanks to its stellar battery life, comfortable keyboard and wide port selection. Since then, of course, HP's gone a little overboard with the ultraportables, with glass ones, metal ones, expensive ones, budget ones. Ultrabooks that aren't actually Ultrabooks! It's a vast, sometimes confusing selection.

Now, though, almost a year after we reviewed the Folio 13, HP is back where it started with another business offering. The EliteBook Folio ($1,049 and up) has a 14-inch screen this time, and is the first Ultrabook in HP's high-end EliteBook line, typically aimed at corporations and other businesses with IT departments. We know, we know: "pre-boot authentication" aren't exactly the sexiest words in the English language, and indeed, we usually just review laptops aimed at consumers. The thing is, though, the EliteBook Folio isn't your typical corporate box: with a magnesium frame and soft-touch finish, it's attractive enough that it could pass for your personal laptop. ICE's European spin-off plan puts Euronext in play

LONDON (Reuters) - Plans by IntercontinentalExchange to float Euronext if its bid for NYSE Euronext succeeds effectively puts a for sale sign up over the European stock markets business.

The two exchanges plan to "explore" an initial public offering (IPO) of Euronext if ICE's $8 billion bid for NYSE Euronext goes ahead in the second half of 2013 as planned.

ICE wants NYSE Euronext's European futures unit Liffe rather than Euronext, which is made up of the French, Dutch, Belgian and Portuguese national stock markets.

These have in recent years been squeezed by increasing competition from new entrants such as Bats Chi-X Europe and lower trading levels as a result of the financial crisis.

Suitors for Euronext could include Deutsche Boerse, which tried and failed to buy NYSE Euronext earlier this year, Nasdaq OMX, which had its bid for NYSE blocked by U.S. authorities last year, and London Stock Exchange (LSE), Europe's largest equities group by value of trading.

"Deutsche Boerse are the big losers unless they come back and strike a deal with Euronext," one source familiar with the ICE NYSE Euronext deal said on Thursday.

"Nasdaq could also try to do something to rebound. An obvious move for them would be to try to team up with an Asian exchange."

The German exchange and Nasdaq should both have the cash to take out Euronext if they wanted to, having in the last year raised several billion dollars in their attempts to buy NYSE Euronext.

Large stock exchanges generate cost savings by moving more assets on to a single platform, so Deutsche Boerse or Nasdaq would likely look to move Euronext shares on to their systems and drive down the total cost of running these services.

Analysts also linked the LSE to Euronext, although one said the British exchange is currently looking to tap derivatives and would be unlikely to consider an equities deal.

Any takeover by an incumbent European stock market is unlikely to face opposition from anti-trust authorities because the European share market is very fragmented and, therefore, highly competitive.

Spokespeople for Deutsche Boerse, the LSE and Nasdaq OMX declined to comment.

The source familiar with the situation said the four national exchanges that make up Euronext are likely to welcome the plan that they separate from NYSE because that would mean they regain their independence, at least in the short term.

"European stock markets quite like the idea since it would restore their autonomy," said the source.

"NYSE's CEO and his NYSE counterpart presented the project no later than yesterday at a regulatory summit in London. French, Dutch, Portuguese regulators welcomed the idea."

NYSE bought Euronext for 8 billion euros ($10.2 billion) in 2007 but this was for the European stock markets and the more lucrative Liffe business and that was pre-financial crisis so any IPO in 2013 or 2014 will not match those valuations.

"While the details aren't clear, the legacy Euronext markets could be worth somewhere between 1-2 billion euros," said Richard Perrott, an analyst at Berenberg Bank.

Stock markets have an average net margin of about 40 percent and NYSE generated $540 million of revenue from Euronext last year. When applying a sector average valuation multiple of eight times earnings, that takes the value of Euronext to more than $1.7 billion.

The timing of any listing is also unclear at this relatively early stage.

"I don't know how well set up it is to be an independent entity but normally the lead time (for an IPO) is 3-5 months," said one equity capital markets banker.

Given ICE said on Thursday it will look to spin-off Euronext after the deal completes and this is not planned until the second half of next year any IPO is unlikely to take place before 2014.

Last week, a Nokia employee named Justin Angel posted an article on his personal website that claimed to show how Windows 8 Modern UI?apps could be hacked without a lot of effort. Microsoft later sent out a statement that said the company takes "a variety of extra measures to help harden Windows 8."

This week, a new post on the Windows 8 app blog goes into much more detail on how app developers can better secure their creations. One tip is for programmers to compile their apps with Visual Studio 2012. Microsoft says that the software's security tools help to protect apps from a number of common attacks by default.

Another tip is to remove some of the app's features before submitting it to the Windows Store. One thing that Microsoft says app developers should take out is a way for the app to connect to "Home and work networks." While having this feature can be handy for pre-release testing, it can leave the app open to hacker attacks if it is included when it is published.

Microsoft says:

Consider removing the capability in favor of testing with a remote server, which has the added benefit of replicating real world conditions for your app. If you do use the Home and work networks capability, be sure to remove it before submitting your app for Store certification.

Other Windows 8 app security tips include having the app use the file picker in place of the library file-based feature, along with using HTTPS connections for authentication and not trusting remote data. Microsoft says, "Know who?s calling the Windows Runtime from within your app - after all, you don?t want an unknown internet site to control your app, do you?"

?The history of Polaroid is a long and interesting one. Company founder Edward Land was the Steve Jobs of his day, a cycle that was completed when Jobs listed Land as one of his heroes. Polaroid even sued rival Kodak over the latter's introduction of instant cameras, and won $900 million. But the photography business has changed and digital photography made Polaroid's camera obsolete, to be remembered in song lyrics and museums. The name, though, still has value and with the advent of the Android powered camera, Polaroid appears ready to throw its hat into the ring.A story about a company called Sakar International brought forth the revelation that the company is working with Polaroid on the Polaroid IM1836. This is said to be a camera powered by Android 4.0, carrying an 18.1MP sensor, a 3.5 inch touchscreen, pop-up flash and Wi-Fi connectivity. An HDMI port is included although there is no word about a cellular data connection, RAM, or a CPU.

With users of the Samsung Galaxy Camera complaining that the device costs way too much for point-and-click quality pictures, the fact that the Polaroid IM1836 offers interchangeable lens reveals a focus (sorry!) on quality photography and imaging that is just not there are on Samsung and Nikon's Android offerings. And speaking of Nikon, the Polaroid device is said to resemble the Nikon 1 J2 leading to talk that the IM836 might use Nikon's lens ecosystem.

There is no word on when we might see Polaroid introduce this camera, but with CES 2013 around the corner, it would be the perfect opportunity to make an announcement.

Liquid-metal wire stretches eight times its original length

For those times when you need extra length in your headphones or phone charger, there?re now super-stretchable wires. In the not-too distant future, they could be woven into fabrics ? think gym clothes with an embedded heart rate monitor to help you burn off the holiday fat.

The wire ?has perfect electrical properties without compromising the mechanical properties at all,? Michael Dickey, an assistant professor of chemical and biomolecular engineering at North Carolina State University, told NBC News.

The wire evolved from earlier research on stretchable antennas that could be stretched about one a half times their original length. The wire is made of an elastic polymer and filled with a liquid metal alloy of gallium and indium. It can be stretched eight times its original length.

While stretchable wires have been made before, they usually involve a tradeoff electrical properties and mechanical properties. To make a stretchable material electrically conductive, for example, researchers might add metal particles. But that makes it less stretchy or less flexible.

The liquid-metal wires are ?an order of magnitude more stretchable than the most conductive fiber and an order of magnitude more conductive than the most stretchable fiber,? Dickey said. ?In other words, they kind of have the best of both worlds.?

Manufacturing the wires is simple, he noted. The only major concern is potential leakage of the metal if, for example, a curious child chews a set of headphones made with the wire.

The metal oxidizes quickly, meaning it forms a ?solid skin that will prevent the metal from flowing out of the fiber,? Dickey said. But if a child were to intentionally make it come out, it might. And ?it is yet to be determined what would happen if somebody swallowed some of the metal.?

Findings were reported Dec. 13 in the journal Advanced Functional Materials.?
