MATHEWS COUNTY--Heavy storms passing through the area Friday evening produced a tornado in Mathews County, causing moderate damage.

The tornado touched down at White Cemetery and moved east-northeast to the Davis Road Marina, according to the National Weather Service.

Surveyors say at least two trees were downed and a number of others had branches and limbs broken off. Several bulidings had roof damage.

According to Sheriff Mark Barrick,? a boathouse at Davis Creek Marina at the end of Davis Creek Road has been destroyed.?

There has also been significant damage to other structures in the area due to high wind.

Barrick says there are no injuries at this time but emergency personel continue to search the debris.

A recent report outlines an import development in the financing of energy efficiency in commercial real estate. ?It shows the market is changing, albeit slowly. ?The change is occurring, in part, as the result of standardized tools for measurement and verification of energy efficiency benefits and the emergence of insurance products to help defray the risk that energy savings are actually going to be present in a project. ?The report (which I think is a little overly rosy) recommends that in any energy efficiency retrofit of a commercial building the owner:

Consumer watchdog to look into overdraft fees

NEW YORK?? Of all the bank fees that customers love to hate, overdraft charges on checking accounts have to be near the top. The government's new consumer protection agency appears to agree.

The Consumer Financial Protection Bureau said Wednesday that it will investigate overdraft fees, including how they are marketed and explained to customers. The agency said the probe could result in additional rules, perhaps even lawsuits.

Overdraft fees are charged by banks when customers try to spend more money than they have in an account. Banks will allow the transaction, then charge the customer a penalty of as much as $35.

"We've heard many stories about the $40 cup of coffee," the agency's director, Richard Cordray, told reporters and representatives from banks and consumer groups.

Cordray and representatives from four consumer advocacy groups said that the overdraft fees hurt the people who can least afford them because poorer customers are more likely to drain their checking accounts to close to zero.

Since the 2008 financial crisis, the government has clamped down on bank practices that it considers unfair, such as marketing credit cards to teenagers. Banks have complained some of the government's moves have been too intrusive.

In 2010, the Federal Reserve barred banks from automatically enrolling customers in so-called overdraft protection programs for debit card or ATM transactions. Without overdraft protection, a transaction is declined if the customer can't cover it.

The rule did not apply to checks, online bill payments or recurring debits, such as having the monthly cable bill automatically sent to your debit card. It also did not limit how much banks can charge for the service.

Banks have responded by marketing overdraft protection aggressively. Some told customers that opting out of overdraft protection could prevent them from making everyday transactions, including "medical or health emergencies," according to research published last year by the Center for Responsible Lending, a consumer group that opposes overdraft fees.

Banks collected $29.5 billion in revenue from overdraft fees in 2011, according to research firm Moebs Services. That was down from $33.1 billion in 2010 but a significant increase from $18 billion in 1999, when the fees were less common.

Cordray said the problem is not just the fees but that banks often don't explain them clearly. One bank, which he did not name, required customers to visit three different websites and scroll through 50 pages of dense text just to get an explanation, he said.

Cordray praised banks for finding ways to help customers avoid the fees, such as not charging overdrafts for purchases of less than $5 or giving customers 24 hours to add more money to an account.

Representatives of consumer groups who appeared with Cordray said customers would rather have their cards declined than be charged the fee. A representative of Citigroup, one of the country's largest banks, said customers prefer to avoid the embarrassment.

Andrew Rowe, a senior vice president from Bank of America, said the bank has started giving customers "clarity statements" to explain fees and sending them text messages when their accounts drop below $25. Last month, Bank of America sent 20 million such texts to 8 million customers, Rowe said.

Bank of America was a leader in trimming overdraft fees beginning in 2009, when Brian Moynihan, now the CEO, was running the bank's consumer banking unit. At the time, the bank owed $45 billion in government bailout loans. It has since paid the money back.

Banks have also drawn criticism for a practice known as "re-ordering" ? when a bank takes all the purchases a customer makes in a single day and subtracts the biggest ones from the customer's account first. Banks say it helps customers pay their most important bills first, like mortgages and student loans. Consumer groups say it's a way to rake in fees.

The practice has been challenged in class-action lawsuits around the country. Bank of America settled one case for $410 million last July. JPMorgan Chase agreed this month to pay $110 million to settle similar claims.

The CFPB, born out of outrage over the financial crisis and the banking practices that led to it, said it would focus on four areas: re-ordering, missing or confusing information, misleading marketing and disproportionate impact on low-income and young customers.

According to a 2008 study by the Federal Deposit Insurance Corp., 9 percent of checking accounts incur 84 percent of overdraft fees. The study found that nearly half of younger cardholders paid the fees.

The CFPB also is requesting public input on the idea of a "penalty fee box" ? a disclosure on checking account statements that would highlight overdrafts and related fees.

The agency said it plans to issue a report by the end of the year.

The "pay as you build" model of real estate investment

Here in the United States, buying real estate with cash sounds strange. Buy a condo with cash, you're just turning one asset into another form or asset: no big tax breaks there.

Add to that the fact that the banking industry is hurting in Florida and elsewhere, and loans for real estate purchases aren't what they used to be a few years back, and it's obvious that Miami and South Florida would have a very bleak outlook these days without the foreign investment interest.

After all, RealtyTrac has just reported that Florida default notices on home loans increased 36% comparing this year to last year. Florida banking has been damaged by the housing crisis to an unprecedented extent.

This unconfirmed group of photos reportedly show villagers from the Zhejiang village of Panhe protesting what they claim are illegal land grabs by local officials.

BEIJING ? If you thought that Guangdong province?s peaceful handling of the Wukan uprising last year would become the precedent for managing future mass protests in China, guess again.

Early Tuesday morning, the Foreign Correspondents Club of China notified journalists that three employees of European news?agencies had been attacked in two separate incidents this past week while attempting to cover a land dispute story in eastern China.

The three were attempting to cover protests in the village of Panhe in eastern Zhejiang province. The first attack happened on February 15, when a Dutch journalist was accosted by a group of what appeared to be plainclothes police after interviewing villagers in Panhe.

The reporter was beaten and had his notebook and camera memory card confiscated.

The next day, a French reporter was attempting to drive to Panhe with his Chinese assistant when another car collided into theirs. The reporter described the incident as ?obviously 100 percent?intentional.?

After the journalist's?vehicle was rammed, a group of men approached the car, dragged?his Chinese assistant out and assaulted him.

When they finished beating the assistant, the men walked to the side of the road and smoked cigarettes until a police car arrived.

No arrests were made, but the local Wenzhou government apologized for the incident, according to the French journalist

To be sure, press restrictions in China have been relaxed considerably in recent years, but since last year?s anonymous calls for a ?Jasmine Revolution,? local municipal and provincial governments appear especially sensitive to negative press and foreign reporting on so-called?"mass incidents."?

It?s unclear whether the Panhe attacks represent a government-driven reversal in strategy for dealing with foreign press coverage of mass incidents. It is nevertheless a stark reminder of the dangers of reporting local disturbances despite the optimism inspired by the peaceful resolution of the Wukan rebellion.

CULVER CITY, Calif. (AP) ? YouTube is enlisting Hollywood's help to reach a generation of viewers more familiar with smartphones than TV remotes.

The online video giant is aiming to create 25 hours of programming per day with the help of some of the top names in traditional TV. The Google-owned site is spreading its wealth among producers, directors, and other filmmakers, using a $100 million pot of seed money it committed last fall. The fund represents YouTube's largest spending on original content so far.

YouTube believes it is laying groundwork for the future. While the number of traditional TV watchers has leveled off in recent years, more and more people are watching video on mobile phones, tablets and computers, especially the 18- to 34-year-old age demographic that advertisers covet.

The idea is to create 96 additional YouTube channels, which are essentially artists' home pages, where viewers can see existing video clips and click "subscribe" to be notified when new content goes up.

Well-funded videos by a select roster of stars are likely to be more watchable than the average YouTube fare of cute cats and webcam monologues. YouTube is betting that a solid stream of good content will attract more revenue from advertisers, bring viewers back frequently and bolster its parent company's fledgling Web-connected-TV platform, Google TV.

The cash has enticed some of TV's biggest stars, including "Fast Five" director Justin Lin, who directs episodes of "Community," ''CSI" creator Anthony Zuiker and Nancy Tellem, the former president of CBS entertainment.

Zuiker is teaming up on a horror series for YouTube after observing his own family's behavior. His three pre-teen sons spend more time on phones, iPads and computers than watching TV these days.

"We want to jointly take the risk with YouTube and roll the dice on the future," Zuiker says. "The old regime is going to falter because everybody thinks the TV is the only device that really counts, and that's just not the case."

For producers, it's a chance to create shows that are completely free of meddling from major studios. They can also stay relevant with a younger crowd whose viewing is moving increasingly online.

Several new channels such as the extreme sports-focused Network A and Spanish-language Tutele have launched already. YouTube hopes to have them all up and running by this summer.

"This was really about galvanizing the ecosystem at large," says Alex Carloss, global head of original programming for YouTube. "We see the portfolio (of funded channels) really representing the best of TV meeting the best of the Web."

YouTube isn't the only Web video service that has started to pay for original content. Netflix Inc. recently launched the original series "Lilyhammer," while Hulu premiered "Battleground." But YouTube videos tend to be under 10 minutes, instead of fitting into traditional half-hour or hour-long TV slots. And aside from a few guidelines, ultimate control is given over to the artist, including what is uploaded and when new episodes appear.

YouTubers also get away with far edgier stuff than the middle finger that rapper M.I.A. flashed during the Super Bowl halftime show.

Although YouTube's entire investment is less than half of what some studios spend on one blockbuster movie, about a third of the new channels were awarded to scrappy YouTube veterans who already know how to make it big online while keeping production costs low.

YouTube expects to recoup what it spends on the grants by sharing ad revenue the new videos generate.

At Maker Studios, which received money for three new channels, the funds have turbo-charged an already teeming operation that has about 160 full-time staff spread across several buildings crammed with props and computers in the west Los Angeles suburb of Culver City.

On a recent visit, two scenes were being shot in an alley. One was for a parody of a Christmas movie trailer. The other was for a new series about a crime-fighting van called "Si, Es I, Pepe."

Maker cranks out about 300 YouTube videos each month at a bare-bones cost of about $1,000 each.

The studio's videos generate a whopping 500 million views each month, thanks largely to established hits that include Ray William Johnson's roundup of crazy videos and such viral giants as "Epic Rap Battles of History."

Advertisers pay up to $10 per thousand views for video ads that precede the featured content, according to TubeMogul, a major buyer of YouTube ads for the nation's biggest advertisers including Proctor & Gamble Co. and News Corp.'s 20th Century Fox movie studio.

Established YouTube partners share roughly half of their revenue with the site. So if Maker videos generate $1 or $2 in ad revenue per thousand views, it would just be scraping by.

Maker co-founder Danny Zappin, who quit film school to buy a high-end camera to start a career on YouTube, says it's a "tricky balance" to keep the studio's share of ad revenue higher than the cost of video-making. The undisclosed amount it got from YouTube, on top of the $1.5 million venture capital it received about a year ago, lets Maker put up more videos without waiting for the views and cash to roll in.

"It gives us resources and runway that we wouldn't otherwise have," Zappin said.

For other less-established players in online video, the money has given them an added reason to get involved.

Former CBS executive Tellem teamed up with TV entrepreneur Brian Bedol to create Bedrocket Media Ventures, an upstart production company behind several new YouTube channels, including Network A. The funding "allowed us, or caused us, to focus on YouTube ahead of other platforms," Bedol says.

Analysts believe YouTube has made a wise investment at a time ad rates for online video are rising.

YouTube can be successful with just a few big hits ? think of Rebecca Black's "Friday" ? even if thousands of videos fall flat. It's similar to the hit-or-miss approach to traditional TV and movies.

"The investor community does not look at this as money wasted," Macquarie analyst Ben Schachter says.

Since promising to share ad revenue with its most popular uploaders in 2007, YouTube has invested in original content mainly by paying for equipment and training new artists, but it was never as big as this.

Backing up its new strategy, YouTube also revamped its homepage to prioritize channels and recommendations above just the most-viewed videos. The revamp allows advertisers to target popular channels or categories of content more easily.

YouTube's funding plan takes a page from Apple Inc.'s playbook. When the iPhone maker launched its App Store in 2008, a $100 million seed fund created by Silicon Valley investor John Doerr spawned hundreds of thousands of new apps.

"Our developers are not software engineers," YouTube's vice president of global content partnerships, Robert Kyncl, told a convention in January. "Our developers are Hollywood stars, are online stars, are regular folks like you and I."

If nothing else, the injection of funds will spawn content never before been seen on any screen, large or small.

"Fast Five" director Lin, who is teaming up with YouTube stars Ryan Higa and Kevin "KevJumba" Wu on the "YOMYOMF" channel, said his focus is not to try to find audiences with stereotypical Asian-American content. Rather, the idea is to give a platform to people who have unique voices but haven't been heard yet.

He says Higa and Wu didn't follow any set rules when they jumped to popularity with a mix of oddball humor, brutal honesty and rap.

"They just did what they loved, and people came," Lin said. "If we're going to fail, I would rather go out with that philosophy."

This?list of 700 reasons to study languages, organized by?LLAS?in the UK, isn?t?news, but it did come as news to me while doing research for an upcoming post about?why?I think that?listening?is the?most valuable?language skill.

My hypothesis is still very much in the works (I have no hard data or calculations!), but it aims to position Listening as a more valuable language skill and better investment than Reading, Writing, and Speaking, in three related genres:

1. ?Learning and Maintenance
2. ?Technology
3. ?Employment

Here?s a little preview of the first part of my argument.

I. ?Learning and Maintenance

Listening, both the capacity and the actual activity, has a higher ROI (Return on Investment) than the other language skills. ?For novice learners, listening is the only?logical?way to actually?first?get to know a new language; that is, of course, assuming you are not trying to learn (or ?decode?) a ?dead? ancient language like?Linear B. ?What?s more relevant is the idea that?motivation, retention, and repetition are highest?when one spends its language infancy in a state of listening, both active and passive. ?Of course, the other language skills are essential to one?s maturation. ?In particular,?Extensive Reading of appropriate level texts, as explained here by Dr. Alexander Arguelles, is indeed the best way to increase vocabulary range. ?Once one has attained a certain level of mastery or comfort, it is definitely possible to ?stay fit? in one?s languages by exercising Reading and Listening skills on a regular weekly basis.

Compare this to Speaking and Writing. ?Not only is it impossible to take your first step in a language by speaking or writing (even Antonio Banderas? character in The 13th Warrior must spend time listening to the Norsemen before he suddenly starts speaking). ?As output, Speaking and Writing require the hefty upfront cost of knowing the language, or at least how the language works, and being able?to imitate spoken and written forms. ?Nevertheless, some language learners, like Moses McCormick and Benny Lewis, suggest starting off by speaking from Day 1. ?Sure, it seems like the quick-fix for the impatient and textbook-weary, a true shot of adrenaline that gets you off your ass and out meeting new people and gaining new experience.

Otherwise, socializing with native speakers by trying to speak and write (or chatting online) is critical ? it?s just not the first step! ?It may take you a while before you start speaking and writing (if you do so at all), and that?s okay as long as your goal is not?about?imitating and thus being controlled by the language?but rather?about controlling the written and spoken language. ? Furthermore, once you do become fluent in the language, it?s as if the standard?for Writing and Speaking takes off like a rocket into the sky. ? After a certain point, the endeavor to get better?becomes increasingly challenging and time- and effort-costly; indeed, there is no satisfying auto-pilot mode for the ambitious writer or speaker.

"The learning for me is really to feel the passion from these young artists," said Bing Wang, a 44-year-old violinist originally from Shanghai who is the orchestra's associate concert master. "I have never been here, but I feel through Gustavo and through music we are all connected."

Dudamel was typically passionate and energetic as he led the orchestra on Wednesday night in Mahler's Symphony No. 6, his curly hair bouncing when he jumped at a crescendo.

The sold-out audience in Teresa Carreno Theater applauded enthusiastically for several minutes. In the crowd were young musicians carrying instrument cases who have studied for most of their lives in El Sistema.

"Mahler is very difficult," said Maria Gabriela Barreto, a 21-year-old violinist in the audience who said she learned from the musicians' style and who praised Dudamel's magnetism.

The 31-year-old conductor is a national hero in Venezuela. Outside the hall, vendors sold T-shirts and buttons emblazoned with images of him. Also on sale were chocolates wrapped in portraits of Mahler.

Dudamel and the Los Angeles Philharmonic won a Grammy on Sunday for best orchestral performance for Brahms' Symphony No. 4.

Fans who couldn't get tickets watched the concert on a large screen set up on a terrace outside the concert hall.

"It's been truly an experience, every day something different," said Vivian Gonzalez, a 60-year-old retiree who hasn't missed a concert in the series.

The finale comes on Saturday night, when Mahler's Symphony No. 8 will be performed by more than 1,000 musicians, including hundreds of young singers, the L.A. Philharmonic and Venezuela's Simon Bolivar Symphony Orchestra. The performance will be broadcast, both live and delayed, to some movie theaters in parts of the U.S. as well as Argentina, Colombia and Brazil.

It's the first time the L.A. Philharmonic has performed in Venezuela. Dudamel, who is in his third season as the orchestra's music director, has said it was a dream for him to lead both orchestras in Venezuela for this concert series.

Whether you are trading the stock market, futures market, or any other trading venue, a trading philosophy is important because it will dictate how you make trading decisions. A poor philosophy will inevitably lead to bad long-term results. A good trading philosophy will most likely lead to excellent results, if you combine it with discipline and patience.

The definition of philosophy, is the love of, or the search for, wisdom or knowledge. It also means the general principles or laws of a field of knowledge. That being said, I will share with you some of my philosophical thoughts on trading, and general principles that need to be followed for success in the world of trading.

Trading is one of the most difficult endeavors you can attempt, but there are great riches for those who become elite.? Not only do you need a successful philosophy, strategy and principles, you also need to understand the proper psychology of trading.

This usually means going against normal human nature. It is the psychological part of trading that separates the fairly good trader from an elite trader. It takes many years of proper trading education to be successful in the long run.

When I first started trading. I, like everyone else, did not do well my first few years. I thought it was going to be easy. I could just read a book or two, buy some secret indicator or strategy, and just like that, I would be a great trader. I also tried a few advisory services. I still was not a successful trader. My problem was, I had no foundation of actual trading knowledge, and I certainly did not understand the psychological part of trading.

I found out they all traded with the trend. They were for the most part, trend followers. I based my trading philosophy on the same premise as many of the world?s best traders.

My trading philosophy is that markets from time to time make large moves. The big money is made trading these large moves. I learned this from studying the price and volume action of the stock market, and the commodities market. I trade with the trend. The strategies I implement are my specific rules I follow when trading. They flow logically from my trading philosophy, which is to trade with the trend. I have traded successfully for a long time, but it did take a lot of time and effort to become a successful trader.
